Re: Guarantee of Origin Scheme Exposure Draft legislative instruments specific to renewable electricity
The Australian Hydrogen Council (AHC) welcomes the final tranche of consultation on the Guarantee of Origin Scheme (GO Scheme) ahead of its commencement.
The AHC is the peak body for the hydrogen and derivatives industry in Australia and our membership includes companies from across the value chain. Our members are at the forefront of Australia’s hydrogen industry, developing the technology, skills and partnerships necessary to ensure that hydrogen and its derivatives play a meaningful role in decarbonising Australian industry.
We are pleased to see the final pieces of the GO Scheme design. The GO Scheme enables the international trade of hydrogen and derivatives, aligning with emerging international best practice, and positioning Australia as a trusted and credible partner. Furthermore, this robust certification scheme continues to grow in importance as Australia develops domestic policies that will utilise its reporting, support decarbonisation claims and provide confidence in these nascent markets.
This round of consultation is focused on the Renewable Electricity Guarantee of Origin (REGO) side of the scheme, so the AHC takes this opportunity to reiterate our position regarding First Nations attributes.[1]
The consultation proposes optional reporting on First Nations attributes. AHC is deeply committed to the principles of inclusion and partnership with First Nations communities in the emerging energy industries and whilst we support the intention of the policymakers in suggesting the inclusion of First Nations attributes in the GO Scheme, AHC does not agree that the GO Scheme is the correct avenue for this reporting. Our contention is that the purpose of the GO Scheme is to verify objective, quantifiable and technical factors relating to emissions intensity in the production of hydrogen and derivatives, and is already a complex, new and voluntary reporting undertaking for industry. This information would be better served via other reporting mechanisms.
